Observer chat

Currently Observers can't chat at all, I think they should be allowed to talk to other observers.

this has already been suggested before lol

the suggestion i personally liked was that observers could talk to observers only, or could talk to selected observers or talk to everyone. so if an observer spoke to the players every player would hear and no advantage could be given to anyone.
