No-Cap Starfleet Command Plus Exploit Prevention

This idea is based on the assumption that weapons can be set to fire even if the weapon system is down and that weapons can be set to hit only same-player units.

Here are the details of my idea of how to prevent an exploit of SFC if multiple buildings are constructed.

When a warp-in is used, and the "weapon" that tells the ships where to warp in to is "fired," a second "weapon" is automatically "fired" with it that removes all of the energy from all of the player's SFCs, but not the allied SFCs.
