They didn't "lose", they made a deal so that they would get Odo. In fact, plenty of Jem'Hadar are left in the quadrant, given that they have no way to get back because the wormhole was closed. That is the story of Fleet Ops. The Cardassians want nothing to do with the Dominion, as they were ravaged by them. The Feds are helping them to rebuild.
