New gameplay mechanic

The Singularity Transmitter will only apply if the ship is Romulan, it doesn't effect anyone elses. The Norway could be set to ignore this ship (incompatible energy) like several others.

Or I guess you could set the original and replacement odf to be the same. Could work, though the new energy would be instant.

From what I've heard by others on the forum (and a replay), it's extremely hard to get it out unless the enemy is a noob or has a destroyed economy.

The Ion Storm is dangerous to your own ships, so a supply cost would be a little overkill there. The Attack probe already costs supply to deploy.
