New Breen Feature?

Most people are disappointed with how the Breen was once worth building and now they do not even bother with them because they got "nerfed beyond worth". I believe that the special weaponry are useful its just that the standard weapons make them practically worthless. However I think that maybe the following concepts could maybe inspire possible solutions to make them worthy of being built again. Not all of them have to be used as they are all proposed as if the others were not acceptable.
For the Breen Cruiser:
Bio-Frequencer: The torpedoes are constantly changing frequencies since the launchers are biologically controlled. This makes each torpedo have a Damage Bonus against Borg. Smaller Borg ships are more susceptible to the damage bonus since less drones makes the vessels less capable to resist the continuously changing torpedoes. Each Rank up makes the damage bonus 15% more effective.
Bio-Neural Sensors: The sensors analyze shield impacts from the energy torpedoes and automatically transmit the information to nearby ships (Short Range) allowing nearby non-Breen ships reconfigure their weapons to deal additional damage (ranges between 8 and 16 percent increase).
For the Breen Warship:
Multi-Layer Shields (Achieved at rank 4): The shield capacity is 30% greater than normal, but regeneration rate is reduced by 45%. Each Layer is also with individual frequencies, this makes non-Borg energy weapons and Borg Projectile weapons 8% Less effective (15% at Veteran).
For the Breen Cruiser:

Interesting ideas.
Both the Biofrequencer and Bioneural specials can be interesting against the Borg.
A result from these changes however is that the Breen Dominion lose their relatively cheap battleship counter.
Nerfing the borg is not necessarily a good thing. The dominion already has some decent counters against the Borg with the S2 and Dominion Bomber and taking away the breen torpedo may work counterproductive.
As for adding MLSS to the Breen battleship, currently it has the task to kill small vessels. With the MLSS it can take a lot of punishment from small vessels, but cannot dish out an equal amount of damage.
MLSS to breen battleship sound like a bad idea to be honest.

What if the Bio-Frequencer was simply added to the Breen Battleship then? And the Bio-Neural Sensors was to be for the Breen Cruiser. It would simply make these changes. And to clarify on the percent increase on the bio-frequencer. I mean that it only applies to the passive percentage (So lets say 10% bonus versus an Assimilator, The next rank would be 11.5%, than 13.225%, 15.20875% and so on).
Positive:
- Gives the Dominion a Late-Game Counter to the Borg
- Even though the Breen Cruiser is mostly a counter for larger ships. The passive can allow for it to act as a support vessel Early-Mid to Late-Mid game when Attack Ships and the S-2s are still the backbone of the fleet.
- The Bio-Frequencer will not change the role of the Breen Battleship vs Non-Borg races
- These changes will not severely throw the battlefield balance (these are passives and passives at most make only 25% behavioral change.
Negative:
- Borg Players would likely push to rush down on Dominion Players to prevent them from getting the second Shipyard.
- Non-Borg players would often be targeting Breen ships more agressively.

To be honest i'd be very worried about balance.
The Breen vessels aren't bad as is. Previously they were seriously overpowered, but now they're pretty well balanced.
Adding another later game dominion counter to the Borg will add nothing to be honest. People will go with the early game counters simply because they're generally cheaper and more readily available in large numbers.
Adding the Biofrequencer bonus to the existing bonus of the Breen torpedo will create a serious powerhouse.
The cost of such a powerhouse would have to be increased making building such a vessel inefficient, combined with building time almost a waste of resources.
Something which so far has not been mentioned is that in the next version the profiles will be introduced. Defensive and Offensive profile and so forth. It is also mentioned that in time the Breen will no longer be a playable avatar.
To summarize: the ideas are interesting, but with balance in mind they're pretty hard to fit in.
