The Sensor Nebula is around partly because it's canon, and partly because firepower isn't all that matters. Everything has a role, the sensor pod Nebula is obviously not meant to be used the same way as its refitted sistership.

Sometimes seems like anything weaker than a battleship is considered useless...

Starfleet will always keep some apparently pure science vessels around, even in times of war. They need to be able to hold them up to the peacenics of the Federation so they can say, "See we're still about science and exploration! Now give us some more resources."  :D

actually im sight the list of the WarpIn, judged by usefullness is:
1. Torpedo Nebula (dont think i need to comment this one ...)
2. Ambassador (heavy cruiser with kick ass special)
3. Steamrunner (what happened to that Mining station or borg sphere  ... :whistling:)
4. Galaxy (no serios special on it, so just a heavy cruiser)
5. Excelsior / Sensor Nebula (dependes on the amount you get. noone needs 4 flying sensor dishes)

So its quite good mixed, it just depends a bit on your luck

I don't know, I was playing a game where a sensor podded nebi would have been useful.  its cheaper than a sensor relay, and has greater range. ^-^  I kept getting flanked where I couldn't see, so some extra sensor range would have been useful.

+1

OT but what I would like to see is different experimental warp-in for the different avatars... Risner is offense oriented so the Descent suits her, Mayson defensive so something with more phasers/pulse less torpedoes... or has some defense oriented special ability...

Now, when will we get the Olympic class as a medical ship warp-in??  :naugthy:

The Descent is defensively oriented (and with a purely defensive special ability), it actually suits Mayson more (and I have suggested that only Mayson get access to it.)
