I'm well known of my countinous whining about op fed warpins. So there is an idea to make warpin balanced and more interesting at the same time.
You can skip this part, this is not part of the idea, just kinda game recap bullshit.
I still think that the fed gameplay is far too simple compared to other races. I had a 1v1 game with Funny, he was playing klingons, I accidentally became feds (I don't play them much), and Funny really played phenomenal (in my opinion), he k'tinga'd the shit out of me, completely destroyed my first warpin without losses, and just used every bit of nastyness. I was basically outnumbered, so i was forced to play defensive, he even hunted my miners when they was on the way to my exp, attacked and harassed in multiple locations, so it was really crazy well played by him.
BUT I was able to turtle my exp with two phaser turrets and about 3 ships completely prevent any harassing at all. At the same time defending with some ships at the main. So while funny expanded almost everywhere, had a forward battle yard, and countered my intrepid spam with Chrag'h's, I was just sitting on my butt spamming intrepids and clicking warpins, and able to reach the critical numbers... I was about to steamroll on his proxy yard when he quit because the lag. Isn't that crazy?
(well, he also called the game lost because of lag, and it's basically true because fed ships are more easy to outmicro from battles when the game is getting laggy, but I think thats wasn't the only cause of the end result) So a half-braindead fed player can beat a really good playing klingon (or put here any faction), with about the one third actions/minute. Is that ok?
There is the idea(it's not only based on that game I described previously):
So instead of one big SFC, make warpins called from kinda smaller (about the 2/3 of the size of the SFC) relay stations (the name is irrevelant). Make a cap of 3 warpin ships in every station, and give the ability to build three of the stations with about the same cost of the SFC.
The idea behind the size: It's for balancing, in the actual game patch is to easy to place the one big sturdy SFC in the range of the starbase cover fire (the SFC is rarely seen destroyed before the final base assault), with three smaller stations the situation would be like this: one station could be placed directly to starbase really well defended, the second would have the positon like the sfc has nowadays, but the third would became a really good target for raiding.
The cost of the stations would prevent the warpin "spamming" as it known nowadays, but it also would open new strategical dimensions. (imagine if a player "spares" them, he can send 3 warpins at the same time
)
I think this would affect the game balance in a good way, make the fed gameplay more interesting, and also reward players who think more. (than the so-called "warpin clickin' zombies" - quote by Elim
)
Edit: grammar errors

Wait and see what is in patch 3.1.4
Actually, i'm just trying to seem cleverer than I am... i've just picked up from another thread that something is in the works regarding the feds..... guess we will have to wait and see.

no triple warpin. just no, not now, not ever.
triple warpin can kill a whole base.

All that was in was what was already announced, plus some minor tweaks

main problem is that the feds got quite good all around ships and additional ships by warp in. To that they got damn good phaser turrets(and seriosly sucky torpedo ones, split damage is really really bad). So you can turtle and spam ships ... easy to learn. So the complete gameplay of the feds might need a overhaul

thats 3 good changes, this should bring a lot more balance to warpin. whether it will be enough will have to be decided when its released. but if not balanced it will probably be very very close. its already quite close now.

Well, I just wanted to give more ideas for the fed redo, I never said this is the only way...
I also think, if all three (supply cost, warning, arty-warpin) will be implemented, that might over-nerf the warpin. (especially the warning. I think it really should work for the opposing player only on visible areas, I mean fog revaled, otherwise it will easily reveal whole fleet movements)
PS: I'm not a fed player but I won't be very happy if they get weak, because it won't be a challange to beat them anymore

If it's a warning on par with the HSA warning, you won't see it unless you already have something lifting the fog of war in the area.

Well I can understand your frustration, Elim. It's definitely hard to know what's going to happen when all we know are "significant changes will be coming". But Optec likes to keep us in suspense!
I'm all for people coming up with new ideas, even if the don't get in, because it keeps people thinking. Keep coming up with great ideas!

I hope the steam arty would be buildable like normal units if it will be not avaliable anymore in warpin.
Just played as feds,they are clearly overpowered.Its that bloody warpin starbase.If you start to rank up and accumulate your warpins you can easily win without building single ship.Oponent would not have money for ship upgrades becose he must pay for them.So much firepower deployable at any place in the map that often for free is too OP

Against an AI you might be able to win with only warp-ins, bit against a human player you'd have a lot of trouble. You'd have to tech straight to Starfleet Command, get your 3 free ships, then not get any other ships for I think 4 minutes... If you got lucky and got 2 steamrunners and/or destroyed their expansion without losses it could work, but that's not likely to happen.

steamy will be in "artillery warpin" is what optec said.
if it is alone in that warpin then it will probably come alone.
if it is joined by a new arty ship it may come in 2 or 3.
normal warpin wont give steamy most likely.

"New Artillery ship" ... Oh Yeah
Though it'll probably just have a couple of excel's or something as an escort...
