More upgrades and "auras"

Hi there!
As i really love supporting ships I'd really appreciate more weapons like the ECM or the Sword of Kahless. Following applications come to my mind.
Jammer ... reduces (unlike the ECM) only the hitchance of enemy torpedos, but therefor to a greater rate than the ECM.
Subspace fluctuations ... causes enemies shields to mislead the concentration of subspace fields causing some torpedos and pulses to pass by and deal direct hull damage.
Targetting support ... due to greater precision nearby vessels will try to hoot further
Sensor Overload ... periodically emits enormous amounts of radiation which causes all enemies sensors to malefunction for half a second so the target gets lost.
Cloak enchancer ... allows all vessels in range to cloak 3x faster.
EM disturbances ... causes the plasma in the impulse drices to be ejected discontinually, maing the enemies ships slower
The second thing is, that i would like some features to be upgradeable more often and split into subfeatures. Instead of 2 upgrade steps for the weapons, i's say there could 3 upgrades for each torpedos, pulses and phasers. Shields upgrade split into sheid recharge recharge and shield capacity. Additionally upgrades for cloaking speed, boardung strength, weapons range and rate of fire, subsystem-stability could be added. Splitting the upgrades in several steps would make teching up more interesting in early stages of a game and allows to individually costumize the fleets strength and weaknesses.

I always like more special weapons ideas 
I should mention that "Targetting Support" already exists as an ability for the C-11, and "Sensor Overload" is quite similar to Sensor Jammer.

Oops, how embarrassing. I forgot that "weapon focus" exists. 
Concerning the sensor Jammer, i am talking about something that doesn't affect the numbers of enemies fireing at once, but urges all enemies vessels to forget about their last target and pick a new one. This is not supposed to reduce the enemies firepower but gives you the second necessary to remove the critically damaged target.

Actually with tweaking I think a lot of these ideas would be very cool!
The Jammer idea here though is used by the Griffin, but it disables sensors or weapons while doing damage. Personally I think a special like this is almost more interesting. Mainly because I just watched Veronw's Griffins decloak on top of and destroy 16 Breen Cruiser with 1 single Sensor Jammer
