This is what I was envisioning:
Repair order is given to a group of ships (some of which are already damaged)
All ships in that group make their way to the head of the staryard.
Just before they "get in line" the do-I-need-to-repair/recrew/ect check happens.
If yes, they get in line for repair.
If no, the ship the proceeds to the staryard's rally point.
This catches the "got damaged after giving repair order" case AND it keeps the fleet somewhat bunched up (which is another way repair is used) in the case the staryard's rally point is far away from the staryard.
