I do this post because of the shier uselessness of the fed's defiant mines. but I want to add this for every mine-laying race. Instead of having the button "place mine", you have a button called "placing mines for x secs". basically instead of placing a low powered mine, after you press the button, mines keep on placing every x secs for x secs . this allows you to effectively mine a corridor so that neither side can pass without suffering damage, without waiting 10 minutes before doing it.
This is my idea for each race.
Rom= 0.3 secs BeTween Mines : 10-15 secs mine deployment
Fed= 0.5s. BTM: 7-10s. Mine dep.
Kling (un-honorful) = 0.6s. BTM: 4s. Mine dep
Dom= 0.6s. BTM: 5s. Mine dep
Borg= 1s BTM: 10s. Mine dep
How do you like it?
PS: With this I thought of a "nav buoy" that has very very bad sensor, can't detect cloak or anything similar. but it might be useful detecting a ship/ships passing though to attack/move. This can be used both ways. since you can see it long before it sees you, you can simply blast it, but then it becomes quite obvious that there's a ship there. but it can also be used as a distraction to lure enemy ships on both sides. It should be targeted automatically by ships once in hight weapons autonomy.

Makes sense to me but beware of the balance!

Could be interesting, but I'd rather see how mines are going to be implemented in the next version first.

I think it would be simpler to just "build" a grid of mines. Select the button and place a grid of mines just like you would for building a station. That station, when built, automatically replaces itself with real mines at the exact location and shape of the grid. Quite simple actually.
You could even make it look like the self replicating mines used in ds9.
