Hull hugging 'skin-shields' were investigated at one point, but exist as a mere low priority item for now to my knowledge.

I have looked into Phase Plates as a viable option, one you need a sod that just has the face of the model that will glow (which isn't a problem), secondly there is a texture involved which is set-up as an animation and I don't know who to duplicate their texture to get the same effect, if I could I would do the work and have all the ships just do what the Romulan destroyer does.
Unfortunately at this time I am totally out of luck, unless the Dev's can release a tutorial or something that will allow modders to duplicate this effect.

You are wrong - the best shield effects i have seen ATM is in HomeWorld SacrifyOfAngels StarTrek mod ...
(and i am not surprised that nearly all commercial games an fail in therms of "canon" ...)
And protect nearly dead ships with other ships with shield is an thing often seen in canon..
As by micromanagement ... its on your play style - "I" play with speed 1 , buildcost 5x and buildtime maximum - so it is hard to get an larger fleet (like canon
) and every ship is important.
If you play with an mass of ships the it is clear that you cant doing micro this often, but here it is less important if one ship is destroyed or not - and you can micro important ships only.
And it is very "uncanon" if you shot at an Miner and can still shot at him, even if it in the mining station WITH shilds AND even through the structure of the mining station ... the engine only checks if the weapon hit the target - all other is nonexistent.
And not to say on an shipyard - the nearly dead ship have finally get to the yard - but get destroyed IN the shild radius of the yard ...

Aye, hull-tight shields are on todo, but not as a high priority task. As already summarized in previous posts here, there are issues with displaying the actual direction of impact on a hull-tight mesh. The shield sphere can just be rotated.
Line Of Sight will not be part of Fleet Operations, as we do not like the concept in a Star Trek strategy game. the attack arcs are sometimes even to much for micro management, so we cant have players move their "tanks" in the lines of fire. Less is often more
