just tried out the romulans, and i have a few ideas

basicly i was trying to figure out, how good all the refits and ranks of a ship really are. and there are a few things i like and dislike about the comparison of their shipclasses.
1. i think the shrike should get pimped a´bit. the highest rank special ability was kind of a surprise. a passive (regular) spy ability. while i tend to like the general idea, it makes the research of the spy at the tech building a bit useless, cause you just have to keep the shrike ship alive till it gets that rank, and bam, less ressources needed.
plus, about the stats of the shrike - i think it should get a small boost. the shrike was a mean, deadly and tough lil ship, since it ever came into play in a show or game. so i think its stats should be a bit higher to represent that fact. otherwise i would stick to the rhienn class in the beginning, cause i dont really need the spy if i can send a few cloaked ships all the way to the enemies bases.
2. talking about espionage, the intelligence center comes into mind. i think the time of showing the enemy should increase just a bit. so, like 2 or 3 seconds (instead of 1, how it is right now), which would be long enough to look a moment what your enemy is doing, instead of just looking on the map where he is.
3. another point is about the refits in general:
while i got to say, i like the refits, there are a few things, where i would like to see change.
the rhienn refits let me think twice about building a shrike, which should be the other way around.
i dont want to see the refits of the rhienn get nerfed, cause the class without the refits is right now a bit weak compared to the other factions, but the fact of extra ressources for developing all the tech for the refits, seems a bit out of bounce. cause till you're able to refit all the ships, the enemy is engaging you with intrepids and akiras and dont stand a chance (atleast if you dont have full fleets of them right there). i know they are not supposed to be the counter for the cruisers, but the effort needed to techup for the romulans in general is so cost-intense, that you just cant build a fleet big enough to defend yourself efficient. i know the baseidea around romulans is, weak hull, deadly shot. but right now its a bit to hard to survive, i think.
4. the plasma torpedo of the generix support: i love to see its animation, and i sometimes build them, just to see the cool effect of it
.. but, shouldnt it do more damage actually instead of just draining the shield a small bit? i would think something like 3 shots of a plasma torpedo should leave the shield collapsing and devastating damage on the hull, cause right now it feels just like eyecandy. on another note: i love the general idea to bring this weapon back. it could be a regular weapon of the generix class to increase the overall performance of it. that way it could be balanced without changing anything big, cause of the plain number of ships using it.
5. cost intense strategy needs big amounts of ressources - which leads to the capacity of the freighters. 100t and 150d are a bit low. increasing both around 50 should get rid of the lack of ressources. cause right now, there are a few seconds between every delivrey of the freighters, even with 2 moonsets, which makes it hard to get a constant flow, even with 3 of them flying around each moon.
6. cost intense, leads to flagships in the end: the d'eridex warbird, was the main flagship and the backbone of the romulan empire. while its okay, that theres another ship now in service with the norexian, its a bit hard to tell the difference in combat, and looking at the stats doesnt really change this feeling. while one is more offensive the other one is on the same level but more defensive. i think there should be a main difference between them. like.. beefing the norexian up a bit, but need let it need another research.
7. i think the insta-access to the tavara is making the romulan player kind of imbalanced. i just watched a game of romulans, feds and dominion, and the military output of the medium romulan AI was incredible and outnumbered the hard ai of the dominion. while i love to play with the romulans, and so liking this fact, i think this insta-access for the tavara, is a mean thing for the other factions. cause the moment you are able to build a few of them, hands down, the game is over for the other players. cause when they didnt have a chance to interrupt this, they wont stand a chance defending. so i think there should be another research for it. maybe a "blueprint" or something (text like: "analyzing the scimitars of the remans lead to blablabla"). maybe no costs for the research (since its already expensive enough with all the upgrades and the credits), but a lil time-delay through this.

I agree with you concerning the high costs of all the refits. i must say I like them, too, but they are much too complicated and expensive in my eyes. Due to the fact that I always like to make fleets like in the series I tend to build as fast as possible the Warbird yard and then only Warbirds, because refitting and building all the little ships needs so much time and knowledge

Concerning the Shrike: I never built it in Fo
. I find the Griffin looks much besser, so I always took the other Avatar.
Concerning espionage: I would like the idea of Romulans, who don`'t really have to send ships in the early phase of a game. It would be nice, if they could concentrate on their spies, building little ships only as defense line and without ever leaving the base before, in the end attack with warbirds

I must add a problem with Roms against the AI: When you use the sabotage, the AI tries immediately to kill your Intelligence center, no matter what is between them or how weak their fleet is or if they could see that station before. That is ... strange.

Could the Sabotage be edited so it actually causes noticable damage? I used in on a destroyer and it lost about 30% shields.

the refit system isnt really complicated, it just needs a bit experience. and with a good mix of a few ships, they are devastating ^^ play a bit against the easy AIs and find out what fits your playstyle best.
i play with a similar strategy as you do - defending in the first place, while tech-ing up, building well mixed fleet(s) for defence, and when they get big enough with a few warbirds, hunting down the enemies.
but i learned to use a lot of refitted ships as the mainfleet, while the warbirds only sitting between them as the damage dealer. cause they get a few neat bonuses when they get their promotion.
in the game against the dominion and the feds, my 2 fleets where pretty setup with alot of ships with the 2 golden bars. and after defeating the dominion i still had 75% of the ships and the rest of the ships got more experienced. so all i had to do was building replacements for the shotdown ships and going for the feds. and they had a fricken huge amount of ships, but still didnt stand a chance against this veterancy of my 2 fleets.
for the sabotage, i noticed that too, and it was quite annoying.
i only saw one monsoon sitting there, next to a nebula, so i thought "well.. lets try this out". after that, the monsoon headed for the station, i though "oh shit", then there came a fleet on screen with like 12 monsoons, 8 sabres, 6 akiras, 5 intrepids and i thought "OH SHIIIT". i think i dont need to tell that my station was destroyed in 5-6 seconds?
i was glad i already had a small mixed fleet of ships for the defence, who got rid of them. otherwise this match would have been over in that minute.
