Just an idea, but what if you are required to go through two rounds of hybrid ship research in order to be able to utilize all the vessels? This would allow you to be able to unlock smaller vessels at first, and then later on maybe a larger vessel after further research. The exception to this might be when you capture a borg construction unit, since they are more difficult to acquire with most early game ships and it would take too long to make it worthwhile, so you get all their mixed-tech vessels with one round of research. You may then also decrease the research time for the smaller ships, but the second round of research could take far longer, balancing things out.

What do you guys think?

I have 2 ideas along a similar line of thought.

#1
Allow the basic ship class without the research.

#2
I believe there should be 2 mixed tech type of units. The first one is for if you have an ally, while the second is if you have captured a enemy constructor.

The reason for either of these changes is because it is fairly hard to capture a constructor ship (except dominion) and there should be more of an incentive to build the new ships. Another reason for idea #2 is that you dont give your allies all of your military tech just because you are getting along. For instance did the USA give the soviets the tech to build a nuke during world war 2 just because they are allies? Therefore just because the borg and the roms have an alliance of convenience doesn't mean they are going to share all of their tech.
