Idea needing further dev: Galaxy-class as button warp-in?

I’ve been mulling over a ‘half-finished’ idea that those making an FO would are welcome to if you want it? I recall the old Team wanted the Galaxy to not be buildable (as it’s meant to be relatively rare and no longer be in production), but on the other hand players were quite fond of her and maybe disliked not knowing if she’d appear or not when they did call-ins.
My thought was whether the Galaxy could be a button-click ‘strategic warp-in’ like the Teutoburg is? Keeps to the earlier idea of it being no longer built, but makes it sort-of buildable as it’s a guaranteed arrival when you call it.
The ‘half-finished’ element is that I feel the Galaxy would need to bring a bonus ability of some kind if tweaked in this way (to make up for its arrival being on its own and taking up that warp-in chance), but can’t think what, and was curious what ideas the community might have? Perhaps a boost to supply generation, a boost to other ships (like TM has), or a frontline recrew source, for example?
Might mean having to limit the call-in somehow (such as raising the slots it takes up), but that might also allow some minor buffs to balance that? I quite liked the old FO team’s concept of Fed ‘flagships’ they proposed in their old post about the Phalanx, and if that was ever implemented in a mod perhaps the Galaxy could be a fourth flagship option? A little weaker than other flagships, but providing a greater utility bonus compared to the more frontline flagships.
