Here's an idea to have the shields remain at 100% until they have taken X amount of damage, then the shield effectiveness drops exponentially every time it's hit.  So 1 shot might only take out 2% on the shields, but the next shot may take out 3%.  But until the attacker has caused X amount of damage to the shields, it will remain at 100%.  It seems to be somewhat consistent with the Star Trek episodes such as Yesterday's Enterprise, and Enterprise-D encounters with the Borg tractor beams and shield neutralizers.  Also, I think Endgame had Voyager's armor effectiveness drop exponentially as well.  The first volley dropped the armor down to 97%, while the second volley, which appeared to be the same number of weapons, dropped the armor down to 90%, then the third volley down to 50% on the port side.

Just an idea to make Fleet Operations feel more like canon, but a bit more consistent than Star Trek was.  I'm not sure how it would be implemented and I'm pretty sure it would be very difficult to balance, but I thought I'd put the idea out there.

about the endgame example: the borg were scanning voyager's armour and adapting during the battle, so the shots did more damage because the borg were adapting.

the idea may be realistic, but i think its too much realism for an rts. something like this would fit in more with something like BC/legacy.
