Game Option Switches

ok I was playing FO3.2.1 and had activated the Game Option Switches found at the bottom of the RTS_CFG file and saved ingame settings when i updated to FO3.2.2 i noticed the game to ctd wen loading which lead me to this quick and simple fix.

basically it replaces the ingame option switches with an include file command which is then linked to a seperate file that only contains the switches meaning updates can be made without changing peoples settings (or at least not as often)
