Game Option: Set Custom Ship Caps

This idea is to help address patch imbalances. I don't think this idea is the correct long term solution (the correct long term solution being all races/ships are balanced) but rather a stop-gap measure until a longer term solution arrives.
In the game lobby, as game creator, allow the ability to set custom ship cap limits (under whatever ship cap limits the developers provided). For example, a game host could limit Avalons to 3, but could not set the limit for Avalons to 10. (Each ship would have a customizable limit, so a game could limit Avalons to 3, K'Vorts to 5, Excelsiors II to 10, etc).
The way I see this benefiting the player base is that the community could come up with an accepted standard number for a patch's OP ships. These could be set as unambiguous game rules (through the new feature) and then no one could be accused of using spam. For example, I see players not abusing K'Vorts by only building 5 of them. This allows game hosts to set that rule.

the next patches will continue to improve balance
i dont think we need such an option
