Faster firing phasers

No I'm not saying that all Federation Phasers should fire faster, but if you look at the battle scenes in Nemesis and BOBW, the ships phasers are able to fire very fast.
The only reason I'm mentioning this is that it looks SUPER cool. Anyone who uses veteran sabers know something of how cool the Type XV phaser is, and I would like something similar on other ships.
Obviously Federation ships more often than not fire sustained bursts, but what about a special weapon on a certain ship, like galaxy or sovereign, ships which have enough reserve energy to fire powerful phaser bursts in quick succession to do increased damage to the enemy in a short amount of time.
Now I have two ideas for this. Either as a toggle on/off special weapon (consuming energy per shot per the norexan special) that does plenty of shield damage but negligible hull damage (could be called "targeting weak points in shield in quick succession") or an 1 click special like the akira, where you have increased phaser firing speed for awhile and no special energy regen, but then phaser reload times are increased afterwards.
Just a quick suggestion I came up with five minutes ago, feedback is invited

Yeah would make sense, Nemesis and First Contact show the Enterprise-E firing powerful successive bursts...

I wonder.... how do I make a weapon that deals a lot of damage against shields, but little hull damage, or even the other way around. Because I was hoping to make a weapon that can only damage shields, but not the hull. And yet I'm stumped.

I'd quite like the phaser attack pattern in Nemesis, implemented as an Anti-Cloak Special Ability. You know the scene... "Prepare a full phaser spread, zero elevation; all banks on my mark. Scan for shield impacts; stand by Photon Torpedoes.... FIRE!"
Of course, I'd hate to see EVERY ship do this because it'd just look messy, so I think it should be a Veteran ability. Perhaps for the Sovereign Class...
As for the shield draining weapon; couldn't you just make it so it disables the shield subsystem and then allow it to drain Special Energy to simulate the effect of draining power?

If you want to give it to ships that were shown doing that, then the Intrepid also did something similar. I'd give it to 1 ship from each chassis level, with each level increasing the effectiveness.
