Every station (sans the Borg, but there are many suggestions for Borg equivalent XP) should gain XP and level. For yards / research stations, it should come very, very slowly, but should have a nice effect on build / research rate. For outposts it should also come very slowly, but should result in race-specific weapons and/or defensive bonuses (Fed outposts get epic shields, Klingon outposts get 8x micro-Ion Torpedoes
etc).
Builders should gain XP extremely slowly based on building (and/or kills for Klingons). Leveling should logically result in faster build rates (and perhaps a real Disruptor for officer Klingon builders
)
Freighters should gain XP very extremely slowly based on gathering. Leveling up would result in increased storage loads then increased gathering rate.
It this point I'll make the canon argument using Deep Space Nine - ignoring everything else, try to persuade me that the station's personnel didn't get better and better at their jobs over time
Edit(s):
Also, scouts should gain XP extremely slowly based on exploration / slightly on kills. Leveling should result in increased sensor rangle, speed, and/or abilities.
Another canon argument: as much as Enterprise sucked, shouldn't a freighter manned by the Mayweathers (*cough* experience *cough*) be better than one fresh out of the yard?

This was already addressed by the Devs in relation to Scouts but... the reason why such structures and units do not gain experience is because they are not the focus of Fleet Operations battles... because they are not part of the fleet so to speak.

"A strong empire begins with a firm foundation" - I rest my case

You cannot have any semblance of strong fleet without the support of strong base. Fleet Operations is but a name - there can be no fleet without the elements that create it.

Well, as was stated by Optec some time ago (if I remember correctly) this is Fleet Operations, not Build Your Base Operations. Although it would be nice eye candy to see your non military vessels level up, the concentration of the game relies on your fleet action and how you use those weapons of war. I don't mean to be mean, but as far back as I can recall, I know that the Dev Team has emphasized that the resource gathering aspects and stations should not be the focus of gameplay (hence research stations cannot be upgraded with weapons, and neither can mining stations or freighters... well, except for the Ciadan anyway... and Klingon K't'ingas). Now that I've said my piece however, I'll let the Devs overrule (
) or corroborate. They are nice ideas honestly, but I don't think they fit the nature of this RTS very well.
