Alternatively, it could simply be a special weapon in the vein of the Nebula sensor scan. Make it research as a prerequisite, activate and get a boost that lasts a certain amount of time. This prevents it from being used nonstop, and it could be set so you can't use it on defensive stations. This also makes it a somewhat balanced feature - you could cut a good deal of time off of construction, but it won't allow you to put up a Warbird/Antares/etc yard in 15 seconds. Perhaps even a supply cost per use.
