Cloak and special energy

Here I'm dealing mostly with Romulan gameplay. So everybody knows the race is all about special weapons and stealth. Devs encourage it aswell as it seems. Most ships are a little undergunned and underarmored when comparing to the other races eq're uivalents and as it stands the Romulans are currently the most expensive non Borg race. Thus you need to make every ship count. Striking fast, and cloaking to avoid unnecessary casualties. From various Dev responses one might piece together that cloak and dagger style of play will only be emphasized as patches roll in.
Thus I have a proposal that Romulan vessels or at least some, regenerate special energy while cloaked at reduced rate. You are expected to travel about cloaked to have the element of surprise necessary to successfully compete and strike at various angles and locations. I'm sure most players playing Romue lans encountered the problem of often being under energized after a few consecutive battles.
Actually what got me thinking about this idea was the replay of Yandomann vs Boggz, Fed vs Rom where this was somewhat of an issue.

Other suggestions to overcome the problem of being under-energized:
- An energy-refilling turret.
- Special energy becomes restored at yard.
- An energy-refilling turret.
