Carrier Support Limit

Hey can we have a limit for how many fighters will follow a certain ship class
like 5 fighters will follow a sovereign but 8 will follow a avalon and only 2 will follow an akira

Basically an improvement to concurrentchilds, that way you can set the max number of fighters that will follow, rather than just how many will be spawned around the ship.
