I would like to discuss Fleetops with Cardassians pack and a regular Fleetops. The Cards would have a missile silo for the dreadnought missile and a limited amount of classes.
- DS9 Starbase
- The construction ship from armada 2
- Hideki class
- Brinok class
- Janassary class
- Dreadnought class missile
- Vasad class
- Galor class
- Keldon class warp-in
- Hutet class

The Cardassians are only going to be included as a non-player race. Why should they include a construction ship?

That way someone could build cardassian stuff if they capture one, or do some tinkering and create an independent race out of them

The devs rid that mechanic from the game. That's why we have mixed tech now. Also, how would you capture a constructor from a race that no one can play as in game?

I don't know, just throwing ideas out there. 
A more likely scenario though, what if the npc race acts as an ai player, it builds bases and ships, it would need a constructor...Prolly won't happen though.

The Cardassians can be a non-player race, but the ships can be boardable.
Of course the Cardassians will be a boardable race, they are not the Species 8472.

Ahm... if you play feds and catputre any non-fed constructor, you cannot build any of their stations. You can only build the mixed-tech yard for the corresponding alien race. Even if you capture an alien yard you can only research the repair-contract and still cannot build any alien ship there. It's in the odf's (the game-mechanics, as funnystuff correctly stated)

i really hope they change their minds and add cards as a player race. i loved cards in the origional A2, they had some amazing special weapons such as flux wave.

It can easily be undone. They just put a line in every odf that says buildablebyownerraceonly or something like that. and it makes it so you can't build a ship or station unless it belongs to your race.

I guess the devs will work to include a NPC station where you can buy almost NPC ships.
Suddenly the NPC station will sell Cardassians ships.
But in my opinion, NPC Station must sell pirate ships, mercenaries ships.
And the others ships, NPC ships, must be boardable.

Considering their current state, a good number of Cardassians probably are pirates or mercenaries.

If think the best bet here is using the new mod feature and someone can make a full Cardassian faction for Fleet Operations. My Clash of Empires introduced two full factions of Cardassians to stock A2, it was my last stock A2 mod. But then again you need to be a member of MSFC, and on my trusted friend list to download them.

As mod that let's you play them if you want to I don't mind, but please do recap this 1st Intelligence Report: Dominion - The Hitchhiker's Guide to Fleet Operations just the intro part, then add Intelligence Report: Noxter - The Hitchhiker's Guide to Fleet Operations
Now tell me all 3 major factions: Federation, Klingons, Romulans will just wait, and the 1st one (UFP) spend even resources for aid will do nothing at the slightest sign of a massive military upbuild.

The Cardassians lost virtually all their military strength after the Dominion War (as well as in the A2 storyline), so they aren't a major power anymore, and hence can't compete with those who are. I think it's mentioned in the guide somewhere, probably in the Noxter's Intelligence Report.
Personally Cardassians were my 2nd favorite (1st was 8472) so I'd love to see them return too. Maybe just for IA, or on Map Editor?
