Built in replay maker?

Is it possible to have a builtin replay maker? If it is possible here are some ideas.

Memory Reductions:
To reduce memory usage, the framerate would be reduced to 40 fps or less. Also usually the audio is a real hogger of memory (an average DVD uses a 1411 kbps audio track), so there would be a cap on the kbps to 256 kbps (it can also be set to 128 if so desired). This way when a replay is created it doesn't hog up a quarter of your harddrive.

Formats:
The format can be chosen through the configuration. I believe that these would be the most commonly used formats.

MPEG - For basic windows, these are commonly viewed by WMP.

M4V - This is the MP4 format for videos, used by IPods and other portable devices. It can usually be viewed by Quicktime Apple player.

MOV - This is the standard Quicktime movie.

Compression:
I believe a video compression subroutine can be implemented. This is to be automatically used for any videos exceeding 3GB in size. These would be compressed so that they take less memory. And then it'd decompress when being opened by a video player.

Yes O' gamer, king of re-suggestions.  This has, yet again, already been sugested.  it was stipulated that Fraps or some other tool would be better than a built in feature.

a better replay maker would be one that records in game actions and actually replays them instead of recording what one player is looking at, as if you were observer of a game happening in real-time, but is instead just the computer playing out what happened. Anyone see replays of other strategy games? Dawn of War 1 springs to mind, that is where I got this idea from.

Star Trek Armada II: Fleet Operations - replays

Can you code in Pascal or assembly? Care to move the problem forward?
