Borg repair yards

I have a Question About the Borg. If  they are all linked by the collective  why is it  if you capture a  enimy Constructor to build a  yard why does the ability not transfer  to constructors on other parts of the map.  I  ask because  lately been playing the Borg  on maps like Nirvana II with the Ai as Merciless. I have  played  5X1, 4 X1 3X1,  and 2X1 .The constant problem is that I cant build a yard in other parts of the map, because the  opponent ships are camped out on the worm holes  and I cant get the ship back to  build a yard to R&R  the captured ships . The Question I ask is Since the Collective  connects ALL Borg  Why cant  a Repair yard be built by a Borg constructor . If  the Borg have captured a Opponent constructor  why cant they build  a  repair yard? For balance the  yard could cost double the cost  as one built  from a captured ship and have a triple build time. If a captured constructor is  destroyed, the ability by Borg constructors  to build repair yards  is lost.  Or  add this  only  for the optimize avitar.  Just a thought.

Well the Borg do have a repair yard accessed through mixed tech. Which requires either another race allied to you or to capture a constructor.

What I asked was If you ALready captured the  oponent constructor, why can't  you then  get the ability transfered to Borg constructors?

Silly me guess I missed that bit..... The answer is:

That's how the devs wanted it. Whether there are any changes coming we will have to wait for the Borg redo.

The option is transferrred to the Borg Constructor if you go the ally instead of capture route.

Collective or not, the Borg still need to follow some game rules in addition to the regular canon ones.
