i think em module is already quite useful. especially now since its decloak was ironed out.

Besides, I don't think EM and ECM are the same thing.

That would actually be an awesome way to match TNG a bit.  Say, for example, the Borg vessel had a 10% 'evasion' rate.  The attacks start coming in, and the ones that are evaded cause a brief flash of a thin green barrier where they would have hit, showing the Collective had momentarily adapted to that frequency/modulation/nutation of the weapon.  Since it's standard practice to run them on a high-variance random shift now, it wouldn't even be unexpected for the next shot to make it through, as the Collective is now trying to predict the next frequency to achieve another perfect block.

Thus, the 'evasion' can apply, the Borg get their 'shields' and balance is maintained.  I suspect (but could be very wrong) that the same stuff that is for 'dodging Sabre' could be used to do the 'Borg Shields' effect as well.

i like the adaption idea. Maybe the adaptor could get a module that makes it very good at adapting and gets that effect.

I personally think the PD Phaser is a great idea. Spheres should have it. The adaptor idea is cool too, as I never build them. I'm not sure I ever have, actually.
