Random idea: Allow the borg to decom to a specific resource of the player's choice. This would include, dilithium (same as it is now), tritanium, supply or collective connections.
Note: this would not be a cost effective means by which to get supply or CCs, but it would give you flexibility if you're having to decom your base(s).
