Asteroid/dust field ideas (map terrain in general)

What if dust/ice/small-asteroid field would give a small "cover bonus" (negative or positive) to ships inside (making them harder/easier to hit) while also slowing them down?

The idea behind this is that A2 maps naturally lack terrain features (while nebulae are nice in theory, they are seldom used becouse of line of sight blocking or game-/balance-breaking effects). There could be small "swampy" areas where cloak is impossible to engage... Another possibility is to simply stop most nebulae from blocking line of sight and making their effects less powerfull.

EDIT: Idea about changing behaviour of existing nebulae is idiotic, becouse it would break existing maps.
