I think this would be a good borg weapon for Early game.
Ability: Tachyon Flood Wave
Effect: Causes a flood of Tachyon particles practically surging enemy and allied cloaking devices.
Description:
A common method of detecting cloaked ships is by looking for Tachyon emissions or Anti-Proton fields created by the cloaking devices. This launches a large wave of overcharged Tachyon particles. The Tachyon Particle shock wave would surge and possibly wreck both enemy and allied cloaking devices within its radius. A negative side effect is that until the tachyon particles disperse from their extremely high concentration, tachyon pings would be useless in its affected area. (This could be as long as 5-8 minutes of being unable to ping.)
Now of course there is balance, this would simply fry any cloaking devices both enemy and allied. Making it rather devastating on both ends. The research costs would be very high, and the energy costs would nearly sap the ship of its energy (and possibly disable energy recharge for a short period of time). Even if your fleet was not cloaked their cloaking devices would be fried. Basically a preferable method would be to get out of there and repair your ship or you'd have to wait a few minutes without exposure so the cloaking devices can be repaired.
Because of Tachyon pings being useless in the affected area for some time. The after math can also act as an advantage to either side. However the immediate effects would be frustrating. Though other than fried cloaking devices, I see little reason to make it cause major physical damage (maybe some mild damage to the firing ship as this might fry energy conduits).
I look forward to opinions.
EDIT: Changed it to Borg becaue of dominating Racial opinions.

this seems like a late game decloaking option, as its expensive.
but the klinks already have good late game detection with the vutpa special.

Sounds more like a Romulan or another faction's anti-cloak ability - Klingons like their low tech solutions to high tech problems. Cloaked ship? Fire explosives into space to blow it to gre'thor.

That honestly sounds like something the Federation or Borg might do.
The reason I say Borg, is that they are capable of generating nearly any kind of particle and shaping the stuff, and use it to ease travel. It would be an easy and effective way to prove their superiority in the beginning of an assimilation run so that they might actually get the enemy to lower their shields and prepare to be assimilated.
