AI research repair contract

I suggest that the AI research the repair contract at it's shipyards.

Is every race going to build the AI repair contract? Or will it be more realistic, with some races being stingy with their yards?

Is it possible to make it so that they might not sometimes? I don't see an empire like the Romulans sharing repair facilities quite as often as the Federation would.

The factions are supposed to take after the ones from the shows, after all.

sure, that would be possible. for now all ai facilities will be equipped with the repair contract module
