Admiral's Orders

I also think it is worthwhile to brainstorm what are typical admirals' orders, as that is the other part of the game.

Again, looking at the series, and not just what seems implementable in FleetOps, some typical admiral's orders include:

Prioritize ship design
Prioritize other research
Prioritize ship construction
Move Ships around
Gather a fleet, then attack (perhaps a weak sector, or a strategic sector)
Gather a fleet, then defend
Increaes the defense capabilities around a certain sector
Buld facilities in a certain sector
Change the alert status of certain sectors, from defense to productivity or back
Set up patrol routes
Set up spy missions
Set up sabotage missions
Form alliances, sign treaties, trade with other species
