*magically appears*
did someone say HOMEWORLD?
*drools*
Okay. First of all, there are no buildings in HW. That's right. In HW2, there is a unit called the spacedock or whatever, which is basically a mobile production facility. It can move, but only veeery slowly. And it builds all the big ships. Then there's the mothership and carriers, all able to build smaller vessels. If you know what to do, I figure it would be no problem at all to take all the movement abilities from those vessels to turn them into permanent stations.
The HW2 engine sports really good graphics as well as a great physics model and can do a lot armada can't (realistic collision damage, pre-scripted attack patterns for ships, damage textures where weapons impact, movable ship parts, a per-second damage ratio for beams, weapons hiting anything in their path, etc.), and the developers at Relic have made sure the game is quite moddable (although you require Maya for modelling).
I don't know a thing about HW modding, but I know a community that does. They're always happy to welcome new people who wish to learn. If you're really serious about this, I suggest to consult those people.
