To reduce the number of odfs modders have to deal with in particular, weapon odfs, instead of each rank up getting a slightly more powerful phaser/pulse/torpedo weapon they just gain an additional weapon of the same strength. Maybe as a ship ranks up its phasers are distributed amongst the appropriate hardpoints. So instead of having one phaser with ten or more hardpoints, maybe have two phasers with five hardpoints. Like a tactical officer gaining combat experience via rankup and thus is able to target more than one ship/station. Also rename the weapon odfs to be more specific. ie: instead of FedW_Defiant1/2/3 ect, name it FedW_Defiant_pulse/torpedo. It can be a little confusing when a ship has more than one type of standard weapon. Like the Tavara-class has Beams, pulses and torpedoes but you wouldn't know which odf was which until you opened it. Just some thoughts

about second idea (add descriptions to the odf name), i like the idea a lot.
about the first idea, i'm not a modder so i'm not really sure how this would work out.
rank 1 sabre ranks to rank 2, does it get another of the same phaser, wouldnt that result in doubling firepower in first rank?

Thats pretty much it, a rank 1 ship starts with a single phaser with multiple hardpoints, ranks up to level 2, gains an additional phaser but the first phaser losses some hardpoints. A saber starts with one phaser with three hardpoints and when it ranks up it gets another phaser with two hardpoints but the first phaser will only have one.
Weapon1 = "Saber1"
weaponhardpoints1 = "hp01"
weapon2 = saber1
weaponhardpoints2 = "hp02" "hp03"
and so on. Since we don't want a Veteran saber firing six phasers at one target, make it to where the phasers only target ships/stations in a certain arc.
Rank 1 has one phaser: Forward, port/starboard hardpoints
rank2 has two phasers: 1 hardpoint forward 2 hardoints port/starboard
as the ship gets higher rank the arcs would divide evenly.
A veteran Saber for example would have six phasers that independently fire only on targets in their firing arc.
1st arc would be forward
2nd arc port
3rd arc starboard
4th arc aft
there would be a 'blind spot' where the phasers couldn't fire
5th arc aft port
6th arc aft starboard
Do you see what i'm getting at?

so rankup means get multi target. not sure how useful that would be, multi target often isnt a very good reward, you just end up doing damage but not getting kills.
plus i dont wanna see a sabre fire 6 phasers on 6 different targets at the same time.

The number of hardpoints a weapon has is unrelated to how many shots it fires and its firing arc, but I get what you're saying. I like the idea of greatly increasing firepower but losing the ability to focus it, but on the other hand it could cause a lot of visual clutter and take up a lot of resources since each weapon would switch targets continually. Ships in Fleet Ops turn quickly, so the separate firing arcs wouldn't mean very much to a seasoned player. The only annoyance would be that he can't choose the target: because he's giving move orders, the ship defaults to the lowest defense enemy.
Even these micro issues wouldn't be so bad, but still I think the visual clutter and lag are enough to doom the idea.
On the other hand, I like the idea of a unique ship that starts out with multitargeting weapons that are tied into one group as it ranks up, allowing it to focus fire on ships more effectively. I know it makes less sense in the game universe but the mechanic would be interesting in the game.
As for renaming the odfs, that's very smart. And it wouldn't take much effort on the devs' part to rename the weapons in the odf spawning script. They would have to tweak it a bit in the case of ships with several of the same type such as the Cehlaer so it produces beam1 and beam2.

ODFs in the next patch have better naming convention/folder hierarchy
