Yes.  I think there's plenty of evidence in 3.1.2 and even now in 3.1.3 to show that the Veteran Kvort/Frigate are game-changers.

  I don't think it needs a BIG change.  Just a little adjustment so it's not a game-thrower in itself :).

  Truly I feel that either:

1.  A slight reduction on how likely it is to disable engines.

OR

2.  A limiting of the ability to Veteran Rank (but retaining it's %'s)


    It's just that the engine disable begins at officer rank - NOT a difficult rank to find a K'vort :).

well...2. is not my favourite...it is in deed easy to bring an officer Kvort to Veteran...its one single click. So reducing the % seems better...

Officer K'Vort means single-gold, single-silver barred K'Vort (double gold is called the second officer rank I think), even so it is pretty easy to get an officer rank K'Vort up to second officer rank.

The guide right now says second officer rank gets the ability, but actually I've heard that's wrong and that officer always gets an ability, while second officer doubles the effect.

It's not wrong - as explained in the guide, all first gold bar officers gain an ability, the second gold bar doubles the effects of the ability. The database only describes the second gold bar ability due to its limited capabilities at the moment. :P

Optec, one thing that would help is maybe lowering the percent change of the Veteran rank.  Normal kvorts have 4 pulses (2 shots each from 2 weapons), while the Vet has 6 shots (3 shots each from 2 weapons).  So that's a 50% increase in the chance to make a disabling hit.

So for double gold bar kvorts, you get 80% (Note that this is NOT the chance to be hit, I'm MERELY totaling the percents from each shot.)  With Vet Kvorts, you end up with 120%.  So dropping the Vet percent to 13.333% per shot would make it equal the same "total percent" as a double gold bar Kvort (80 total "percents", if you get my meaning).  I think that would go a long way towards making people happy.  Of course with this crowd, probably not. :sweatdrop:

So to recap, 4x20=80, and 6x13.333=80 (Pretty close, anyway)
