In 3.1.3 I have had some issues, I find the Dom-Rhienn a bit underpowered. As good as its passive may be, I find that by the time you have the will to spend 1000+ dil on a itty bitty little ship, I'd think it'd be dwarfed in both size and powah of other ships. I am talking about that no one would build these until mid-game at best. And by then there'd be a demand for bigger ships. I simply ask that you put some more juice into it, just to help it better fit the timeline part where you could build it.

First Suggestion:

New passive:

Passive Name: Multi-stage Tetryon Plasma Torpedo charges
Effect: Adds the ability to occasionally fire a torpedo that is a multi-stage torpedo.
Description: Multi-stage torpedoes are very irregular in design as it demands large amount of resources to make. Simply put it explodes upon collision with an enemy hull, smaller torpedoes break off upon impact and detonate later on for delayed damage. This can often be devastating to heavily scared ships intending to repair when low in strength. As it could be a delayed kill. And there is a small chance of the second stage torpedoes being able to bypass enemy shields.

Second Suggestion:

New Special:

Weapon Name: Stealth Projectile Torpedo
Effect: Fires a torpedo that can cloak, capable of chasing an enemy for extremely long distances.
Description: This fires a large torpedo with an on-board cloaking device that hides the torpedo from sensors. As it chases down the target, it can go on for long periods of time. However the cloaking device feeds off of the plasma stored in the warhead, making the longer a torpedo travels, do less damage. Ships with Romulan spies aboard can receive more critical damage as the spy may transmit critical hit points on the ship to the torpedo device.

seems fine to me, if u want something to destroy ships, build some normal ships. this is for station demolition.

Effect:  Charges a Kryptonic hiperbolic tetrion annialator type torpedo. 
Description:  The more time spent charging the torpedo, the more powerful it becomes when it fires.  Does area damage that affects all ships in its path.  Area damage range increases the longer it is charged.  If charged long enough, it overloads and destroys all enemy vessels and stations on the map.  Vessel must be destroyed or the torpedo will always fire and always hit its target, namely all ships and stations on the map.  Takes 10 seconds to overload.  May be used while cloaked.

Obviously it is not taken serious.... how many of you have actually been willing to spend the resources to get a Dom-Rhienn before Late Game? Why? Because it is expensive, and also I find it easily out-dated by the time it is Late Game because there are plenty of ships that can waste these guys. That is why I was thinking of either of these ideas with a supply cost increase as well as a heavy shot rate for balance.

mixed tech in general will get some massive changes in one of the next changes, including a redo or replacement on the mixed-tech vessels

Most mixed-tech ships are...'use impaired' but they still fill specific niches.

The Dominion Rhienn gets like a 60% damage bonus vs buildings, did you take that into account?  They're meant to be built in small numbers and sent to take out mining expansions and such.
