Talon refit-speed decrease.

I always hear the advice "shoot the decloaking scout", but then when I try it the scout flies out of range before I even get its shields down. Maybe my early game fleet just isn't enuff and I need to K'tinga rush, but could the speed be decreased by 10 or 20?

Speaking from the other side of a Romulan - Klingon 1v1, I'd think that your early game fleet should be able to retreat any damaged ships (except B'rel) without an early-game Romulan fleet being able to chase and kill. If they want to chase and kill, they're going to take losses unless they really have you hard-countered.
I also feel the speed is fine, given how much micro can be needed to keep those frail things alive.

Hmmm, I lost a K'vort to two Shrikes, a Leahval, and a Talon refit earlier today. You must mean if your Romulan ships aren't moving in the same direction as the Klingons. Minutes later that game a battle happened where the Romulans were off to the side of my fleet, positioned to kill fleeing ships. Scubes came to support the Romulans (and Scubes came to support me as well), but the Talon was what really kept my ships from getting out alive.

Just put some firepower on the Talon. You don't need to kill it, you just need to hurt it. Maybe I'm completely different from other players, but I personally pucker up when a Talon refit starts losing shields. To me, there is no single thing worse than a Klingon getting hold of one, so when it takes fire, I make it run off, else I have to risk devoting transporters or firepower to ensure you can't grab it. Talons are extremely useful, but they don't automatically turn the tide of battle.
Romulan players often (and in some situations, foolishly) keep their fleet close behind a Talon refit. Keep a couple scouts out as a vanguard for your cloaked fleet, so that if a Talon comes pinging his way towards your fleet, you have enough time to evade; and you have a decent chance of knowing exactly where his fleet is. At worst, you lose a couple scouts, but again I really feel like micro and positioning can win the battle unless you're hard-countered or a a severe deficit in ship numbers.
Hopefully a few other people will weigh in here so I can get an idea of whether I'm spot on or just off my rocker.

make it so that the refit is available with talshiar academy. That way the Leavhals and Rhienns are made a little less effective.

about shrikes on kvorts, shrikes do well against short range, so expect kvorts to take a beating from shrikes. They give 1 back though, as shrikes are med range.
About moving the talon up the tech tree, i dont like this idea, rom tech tree is already static, if u go research institute then going talshiar can be difficult. Once u choose a tech route, its hard to switch. And talons are the main rom decloak. They need something available.
It already has a roughly well balanced cost imo.
I would suggest a 10 speed reduction to start with, and see how it goes over patches.
