Scouts left out?

I've noticed that scouts such as the Venture class don't rank up (found it out on one of my scout spams). Was this intentional?

They are scouts: not true warriors
Construction ships and freighters don't level up either--but we've had this discussion before.

I gave my scouts (well, just the Venture Class. I couldn't be bothered with the others) a level-up on a previous version and it became a much better scout; longer-range Sensors, Tachyon Detection on the final level, ect. I haven't done it with this version yet, though.

Exp doesn't go to the best ship, it goes to whatever gets the last kick in. By luck, one of the Ventures around at the time finished the enemy off.

I find the most amusing part is going into the Admirals Log, under Battleships and seeing "Destroyed By: USS *Name* (Venture Class)"

When I did my Venture spam... one Venture class had a list of half of the enemies ships under it as destroyed.
Tally:

8 Negh'Vars
3 K'Tingas
4 B'rels
1 K'vort
1 Feild Research

Destroyed by: Kah'less station

That was soo funny with that scout spam. Though I think I could offer ideas on its Veteran abilities.

I got my starting Venture class to destroy 2 borg probes on its own, and was wondering where my promotion was. Bah. It had to chase each probe around the map for about 5-10 minutes though. Silly AI

i think scouts should be able to level up, as should reapair ships,

i mean who wouldnt want a venture with a phase cloak?
