Maybe the singularity transmitter could give the freighters stronger shields or the ability to cloak for some seconds(kind of like a cheaper cloaking generator)?
The problem I see is that Romulan freighters are shot even when there are defenders around, simply because they die incredibly fast. Against a raiding party that's more than some B'rels(these are easily shot by any romulan ship) you'll lose your miners.
I'm not sure about it, though. Many pointed out, Romulans should be easily raidable and that's correct. They are one of the strongest races out there, they must also have a huge disadvantage.
