I'd like to see the Klingon's manual targeting have a second or two added to the effect, as the ability is much more situational compared to the other races, many of whom have a chance to detect ships that are already cloaked. This may be the longest post I have ever made.

Oh, I just had a thought as well. It would be really cool if brels could have better turning and acceleration physics. I've been noticing how effective the EM scube is at detection, and this is largely due to those attributes, I think. It sucks when your brels do the start/stop routine, allowing a vessel to get away.

sounds like the b'rels movement autonomy is not equal to the ship its chasing on the same problem but a different symptom, i have had this problem when one ship is too fast and has to stop and start, for every other ship that is in the same impulse speeds, the chasing ship sometimes just stops and starts instead of chasing the ship and destroying it, it has to make up the firing range to fire and sometimes it takes half a map to chase down a few meters to make up the difference. Ive had to manual track and have an enemy ship destroyed because i cant rely on the automated movement settings on yellow or red. with that said, the camera controls are a little odd while performing movements.
Ive played the Klingons as a matter of fact just a little over an hour ago, the b'rels are weaker then their counterparts, saber, dominion attack fighter, rhienn and scoutcube. when fully upgraded though, it's still just as hard to pick up kills. the defiant ship makes short work off the b'rel in no time, and the cube wants to assimilate and considering only 30 crew, wont take long. the b'rels are attack fighters of the Klingon empire, the k'vorts, vor'chas are the backbone of the imperial forces, the negh'vars are few and few between and play as flagships. i wouldn't expect any major upgrade of that ship as that is what the ship is, but it also has limits to what can and cant be done.

It seems that the acceleration problem is still there. I tried to run down a t-15 with a pack of b'rel the other day, and the stupid b'rel would close to firing range, launch a volley, STOP, the T-15 would get out of range, and -then- they would resume pursuit, but it would continue to gain distance until they got up to speed.
I really wish the captain knew how to say 'match velocity with the target'.

I wonder if there is anything in the physics engine to stop ships from decelerating when they are at optimal firing range. Because then they would carry on in the direction they were moving.

yep and they would always try to dock on hostile stations 
sadly thats an armada issue.
