Just a question - mayson reduced biuld time by 25% = Pure do

This is just a question so please dont get a heart attack.

i was playing feds earlier and saw that mayson has a 25% accelerated build time and risner a 30% research cost reduction.

I remember seeing the exact same difference on the Weyoun and the Breen mixed tech avatars as well.

Does mayson now build as fast as teh Dominion now?

I dont play feds that often, but did notice my sabres building at about the same rate as my bugs.

Is this correct? Im not sure, so please fill me in.
