A small tweak: Remove Phase Plates cooldown

I've often thought that this change was needed, but never had a very clear example before now.  I submit for your consideration, the Rhienn Problem:

In this battle, Arash and PlayerXYZ have just raided each others' expansions and are returning home.  Arash has 4 Rhienns with phase plates ready, so according to the current balance he should get between 1-2 kills and take no losses, followed by a period of vulnerability while his special energy recharges.

The problem is that one of Arash's Rhienns has just ranked up from raiding and is unable to either cloak or use phase plates.  Its death is instant, and costs him the initiative which eventually costs him the entire game.

I suggest that Phase Plates have its cooldown removed because of the problems this causes with ships ranking up.  The ability already requires a ton of energy for the small rhienn, and even in the presence of a Singularity generator would not be overpowered considering the cost of the generator and its vulnerability to raiding.  Perhaps if the Rhienn were incapable of receiving energy from singularities while it has phase plates active, this would guarantee that a "perma-plate" setup wouldn't work.

When a ship ranks, cloak resets to 0 time needed to engage, not to full time.

For the next patch we've solved cooldown issues resetting upon rank up. We consider it balanced for the current patch, because when a ship ranks up using Phase Plates, it will reset the cooldown on usage as well.

Ah sorry, you're right it doesn't reset cloak.

That's great news, about the next patch!  I know you guys are working some pretty cool stuff considering the basic engine you have to build upon.  I hadn't thought about rankups extending the duration of phase plates... it would royally suck if rankup caused phase plates to run out.

Still, due to the nature of targeting in Fleet Ops the advantage of extending phase plates on one ship is nothing compared to the penalty of disabling phase plates on one ship.  It's not like the enemy are going to fire on that one phase-plated rhienn instead of the others, but losing a ship early is death for a Romulan player.
