refits, not specials. think of it this way, special weapons research costs resources, why spend your resources researching a special for an older design?

an alternative could be to make the extra firing torps a researched thing at SFC

So replace the Excelsiors passive ability with a special weapon? All it really has is a Torpedo launcher that fires faster during the first few seconds.

Just altering the weapon damage or energy cost is best.

  Dom...  Before it was an aesthetic suggestion .  Now it's a dps request. 

EDIT:  Ok so let me edit this and be clear:  I'm not really suggesting that the Excel I be nerfed, but that the offensive value reflect the extra Torpedoes.  The torpedoes are not handled like a "Special Weapon", but instead like a normal weapon that just takes special energy to fire.  They have their own weapon subsystem icon and reload time just like any other normal weapon.  However the damage they do does not seem to factor into their claimed offensive value.  I don't think the "special" is regarded in the calculations that determine what the Value will be listed at and I think it should reflect that.

  Make sense?

I love the Excel, personally.  That extra firepower is something the Feds lack at the beginning and is what Long Range ships should be, if you ask me.
