Is there some part of online play that balances this out that's not present in skirmishes against the ai?
Indeed there is some part...the other player! If you want me to give a more thorough criticism though, I need to know what avatar (directive) he was choosing and what he was being attacked with and when. Personally, I've never had someone able to get out a cube that quickly against me. If a player did that, I bet they would be signing their death warrant as it takes so long to get that many resources and connections.
There is no such thing as a pure Akira spammer: if you wait that long without getting out
more of the earlier ships, you will be shredded by any decent player. In fact, I'm surprised that your Borg friend was able to even get out a Cube if another friend was Federation. He should have been killing Borgie with Sabers, Warp ins, and Canaverals at the beginning, and Intrepids later on.
