At present, the experience values needed to rank up are determined as follows:
Experience to reach Rank 2 = 0.54*(Rank 1 Offensive Value + Rank 1 Defensive Value + Rank 1 System Value)
Experience to reach Rank 3 = 0.73*(Rank 2 Offensive Value + Rank 2 Defensive Value + Rank 2 System Value)
Experience to reach Rank 4 = 0.92*(Rank 3 Offensive Value + Rank 3 Defensive Value + Rank 3 System Value)
Experience to reach Rank 5 = 1.11*(Rank 4 Offensive Value + Rank 4 Defensive Value + Rank 4 System Value)

This allows for an absurdity. Consider two ships:
1) A decent battleship with Offense 40, Defense 40, System 20.
2) A glass cannon with Offense 98, Defense 1, System 1.

Under the present system, these ships are treated as though they are of equal overall combat usefulness when they clearly are not. Both have a total value of 100, so both take 54 experience to rank up. I propose a simple way to fix this. Change the formulas as follows:
Experience to reach Rank 2 = 0.184*( sqrt[Rank 1 Offensive Value] + sqrt[Rank 1 Defensive Value] + sqrt[Rank 1 System Value] )^2
Experience to reach Rank 3 = 0.249*( sqrt[Rank 2 Offensive Value] + sqrt[Rank 2 Defensive Value] + sqrt[Rank 2 System Value] )^2
Experience to reach Rank 4 = 0.313*( sqrt[Rank 3 Offensive Value] + sqrt[Rank 3 Defensive Value] + sqrt[Rank 3 System Value] )^2
Experience to reach Rank 5 = 0.378*( sqrt[Rank 4 Offensive Value] + sqrt[Rank 4 Defensive Value] + sqrt[Rank 4 System Value] )^2
Under this proposal, the 40/40/20 ship has a total value of 293.137 and takes 54 experience to rank up, while the 98/1/1 ship has a total value of 141.598 and takes 26 experience to rank up. The constants in front may be tweaked as needed.
