Anyway, back to topic, this is my idea for Intel Center.
First Romulan Avatar
1. Sabotage -  40 spec.energy,  it doesn't destroy allways vessel, but deals massive ammount of damage (enough to destroy destroy class vessel) + some big variation damage so that it can sometimes destroy cruiser class vessels.
2. Spy - 50 spec, energy , same thing as in Beta2 but lasts for about 5 secunds

Prices lowered, Spy costs 40 and sabotage 35.

The chairman on the Talshiar sits on the senate and is a well known figure. The praetor would essentialy run the Talshiar via the chairman of the aformemtions intelegence agency. If everyone has heard of it i doubt the leader of the romulan government hasnt. Thats just farfetched.

I dont like this idea, its to much of an idea for tyhe borg, ohh right it was a feature of the borg in a2.

if the borg and the rommies gonna have this power to take special weapons, so should feds.  I think the feds should have a station and a  ship that allow  this tech research,  maby the ship goes up to a ship during battle and does a scan of the special weapon it uses, so it flys back to the special station and transfers the scans, then the station researches the special weapon and implants it on a ship of your choice

Thats probly impossable. However if it where to take the special and than go to a special yard and be decomisioned than maybe all ___ class ships would have it.
