the romulans are underpowered and in canon, rightly so. the borg are way too overpowered even for typical borg. the only new 'bug' i have found is concerning a federation turret when its destroyed, almost all the time when the turret is destroyed it frees up 2 extra squares in additon to the standard 4, which can be built in that space that otherwise would of been taken up by another building or map object.

The Romulans aren't underpowered in the show, they just don't 'flex their muscles' that often.
