Didn't know if this was the best area...seems kinda right to me, but I was wondering, as I cannot seem to figure out where the line is in any of the ODF,s say one wanted to increase the senor range/scan of the Federation sensor satellite, how would one do that? (I sometimes like that when trying out new strategies and difficulty levels)

That is the line i believe, it may or may not be in the odf itself, if not the value you put for it there will overide the value in another odf for it.
