I have already said this, and don't want to distract the development team, but I still believe that a hybrid battleship/base that can both attack and build new cubes (weak pieces that have to be fuse together to form a new battleship/base) could work well.
I would make the Borg very ineffective at getting raw materials from planets, and very effective at taking apart captured ships.
I would also not give the Borg any turrets (but then, I wouldn't give turrets to many species!).
That would create a more nomadic race, appropriate to the virus nature of the Borg.
Imagine:
Borg Cube with cutting tool and tractor beam.
Borg cube can produce mining ships, but that have to unload on the cube itself.
Borg cube can also repair ships.
Borg cube can produce cube pieces, weak, of which eight are required to form another cube.
