Nope, this would give the Federation a large construction advantage...
the federation has the largest fleet, cause their warpin vessels gives them 10 (or less) extra battleships or special ships. If there would be a way to decrease construction time, it would make the federation fill the map with intrepids or the like
The Spacedock is an heavy armed base defence.. which is enough

well maybe the races should have a same number of ships and the warpin through and not looking big enough building is not good maybe you should have a gate or something that would be of some sense wise, no offence!
