You know, there is a darker possibility ... this may have been a test of how f***ed up the system gets even when no real damage is done ... imagine 100 people setting off smoke grenades in strategic locations, as we've seen no one will be hurt but society will SHUT DOWN for the day. Do this a few days in a row and then ...

Same thing with "dirty bombs." They don't hurt anyone, but scare the sh*t out of the uninformed public who get their collective panties in a twist with anything radioactive, and then there's the billions of dollars for cleanup. We're overreacting here people.
